We are looking for a highly motivated manager to provide oversight and lead policy development for the Ontario Student Assistance Program (OSAP).What can I expect to do in this role?In this role, you will: Lead policy development for operations of OSAP and other financial assistance programs within a fast-paced working environment. Lead and manage financial forecasting models for student assistance programs to manage OSAP programs and support related policy development. Manage the inter-provincial and federal partnership in the delivery of student financial assistance. Act as an Ontario-wide and inter-provincial liaison with colleges and universities on student financial aid programs and policies. Liaise extensively with colleagues and staff from the Thunder Bay office within the branch to provide recommendations to the Director on issues. Lead the preparation of briefing materials, executive correspondence and submissions to Cabinet OfficeLocation: 900 Bay Street, Toronto, Ontario Note: The successful candidate will be required to travel frequently throughout the Province to various colleges and universities in Ontario as well as the Thunder Bay office of the branch How do I qualify?Leadership: You have demonstrated leadership and management skills to lead, engage and motivate a diverse team of dedicated and professional staff. You have proven experience with strategic planning, issues management and policy development to provide guidance to staff.Communication and Stakeholder Relations: You have communication skills and political acuity to provide advice and recommendations to the Minister and senior executives on various issues. You have communications skills to make numerous presentations across the post-secondary sector and represent the Ministry with partners at Ontario's colleges and universities. You have negotiation and relationship management skills to build strategic linkages with partners in the federal government, other provinces and territories and post-secondary institutions. You have proven interpersonal skills to liaise extensively with colleagues and staff within the branch and act as the contact person for the sector and other jurisdictionsTechnical and Financial Knowledge: You have demonstrated knowledge of macroeconomic financial modelling, forecasting and accounting principles and risk management skills to lead the financial costing for student financial assistance programs and forecast related transfer payment funds. You have extensive knowledge of the post-secondary legislative and regulatory environment to consult and negotiate with the federal government on agreements and integration of student financial assistance legislation. You have project management skills to effectively manage and lead policy analysis and development projects. You have proven analytical skills to find creative solutions to complex issues and innovative ways to respond to changing needs of the program and clients.Salary range: $93,050.00 $106,350.00 per yearJob ID: 70501
